OUR COMMITMENT
Safety is a shared responsibility and an essential part of operational excellence.
Our approach combines leadership, critical risk management, workforce engagement, innovation, and continuous learning to create safer and healthier workplaces for employees, contractors, and business partners.
OUR APPROACH
Leadership & Accountability
Leaders at all levels actively demonstrate commitment to Health and Safety through visible engagement, clear expectations, and accountability.
Critical Risk Management
We identify, assess, and control risks with the potential to cause Serious Injuries and Fatalities (SIFs), ensuring that critical controls are effectively implemented and verified.
Workforce Engagement
Employees and contractors play a central role in identifying hazards, reporting concerns, and contributing to safer workplaces through open dialogue and shared responsibility.
Learning & Continuous Improvement
We continuously learn from incidents, observations, and operational experiences to strengthen controls and improve performance across the Group.
Health & Wellbeing
We promote physical and psychological well-being through occupational health programmes, industrial hygiene initiatives, and health promotion activities.
Safety Intelligence & Innovation
Technology, data, and digital solutions support proactive risk management and informed decision-making across our operations.
LIFE SAVING RULES
Our Life Saving Rules define the minimum non-negotiable requirements for managing activities with the potential to cause serious injuries or fatalities.
These rules apply to all employees, contractors, and visitors and reinforce our commitment to Critical Risk Management and operational discipline.

SAFETY CULTURE TRANSFORMATION
Sustainable safety excellence is achieved through leadership, engagement, and shared accountability.
Our safety culture initiatives focus on strengthening risk awareness, encouraging proactive behaviours, and promoting continuous learning throughout the organisation.
Through structured engagement and workforce participation, we seek to create an environment where safety becomes a natural part of everyday decision-making.
Implementation in Türkiye
In Türkiye, OYAK Cement has been implementing a structured behavioural safety transformation programme since 2023 under the name Project2425. The programme set progressive annual reduction targets calibrated against a seven-year trajectory to achieve industry-leading performance by 2030.
At the operational core of Project2425 is the DOST Concept (Behaviour-Based Safety Tours). In Turkish, “dost” means friend — a name that defines the philosophy behind every interaction. DOST replaces traditional safety inspections with structured, trust-based conversations between leaders and frontline workers, built on a seven-step framework covering observation, dialogue, recognition, and mutual commitment to safer behaviour. Every conversation is digitally recorded and analysed to identify behavioural trends and support targeted interventions across all sites.
SAFETY PERFORMANCE
Our Health and Safety performance is monitored through a combination of leading and lagging indicators that support transparency, accountability, and continuous improvement.

- Lost Time Injury Frequency Rate (LTIFR)
- Total Recordable Injury Rate (TRIR)

The award, presented at the WCA Annual Conference in Bangkok, specifically recognised Project2425 — OYAK Cement’s company-wide cultural transformation programme — for its structured approach to behaviour-based safety leadership and its demonstrable impact on reducing workplace incident rates across nine manufacturing facilities.
